Ive beaten the game going on my third time now and I have NEVER once found this quest. I hear people spamming it in the frontier gate all the time. Were in gods name do I get this quest and what are the reqs to get it? Thanks in advance

Captain Arne, Ascalon City after Baradin's Advance and one other Ascalon Quest from him (tho i've found completing some unrelated quests makes it trigger quicker).

You have to do the 'Vanguard Equipment' quest, also from Captain Arne, to unlock it.
